PEZA to register near-port logistics projects

The Philippine Economic Zone Authority (PEZA) said it is open to register logistics projects near the ports to facilitate the movement of goods.

This was announced by PEZA Deputy Director General Vivian Santos at the recent Philippine Logistics Summit 2025 stating the agency is now “open to other frontiers, meaning different types of ecozones.”

Logistics is already listed in the existing Strategic Investment Priority Plan (SIPP), but Santos said that there has been no proponent yet under this listing as all logistics companies are located inside the regular ecozones. “It is listed, but it has to be expounded,” she added.

PEZA may have to come up with a guideline for near-port logistics projects. Perhaps, she said, a logistics facility near a port may no longer be required the minimum 25-hectare rule for an ecozone.

PEZA has been expanding its ecozones from purely manufacturing to include agriculture, tourism, medical, and the IT-business process management sectors. This is because there has been no limitation in the law as to the kind of ecozones that PEZA can register. In doing so, PEZA has captured other investment opportunities.

The 2025-2028 SIPP, a three-year listing of priority sectors qualified for tax and fiscal incentives under the CREATE More Act, is expected to be finalized soon. An inter-agency committee, led by the Board of Investments, will meeting this week (March 5 and 7) to finalize the list for approval by the Fiscal Incentives Review Board before it is submitted to the President.

In the current 2022 SIPP, preferred activities under Tier I include qualified activities against the coronavirus disease 2019; activities in support of government programs; all qualified manufacturing activities; agriculture, fishery, and forestry; strategic services; healthcare and disaster risk reduction and management services; mass housing; infrastructure and logistics; innovation drivers; inclusive business models; environment and climate change projects; and energy.
