Representing the Philippines under the leadership of President Ferdinand R. Marcos Jr., Department of Trade and Industry (DTI) Secretary Cristina A. Roque highlighted the country’s commitment at the 2025 Asia-Pacific Economic Cooperation (APEC) Ministers Responsible for Trade (MRT) Meeting on May 15. She emphasized leveraging artificial intelligence (AI) and digital technologies, strengthening the multilateral trading system, and advancing sustainable and inclusive trade.
“The Philippines stands firm in promoting an open, rules-based multilateral trading system that upholds fairness, transparency, and inclusivity––crucial to building resilient and inclusive economies. We remain concerned with actions that jeopardize global supply chains, raise trade costs, and erode confidence in the multilateral system,” Secretary Roque underscored.
Recognizing the transformative potential of emerging technologies, the trade chief highlighted the Philippine government’s investment in its digital and creative industries, supported by landmark legislation and workforce development programs.
“AI and emerging technologies offer an unprecedented opportunity to redefine global trade. It is imperative that we create an empowering digital environment, one that is secure, inclusive, and prosperous,” Secretary Roque stated.
She also urged stronger regional cooperation to address key digital challenges, including the digital divide, data privacy, cybersecurity, and regulatory fragmentation.
During the discussions on the multilateral trading system, Secretary Roque reaffirmed the Philippines’ commitment to a fair, stable, and inclusive global trading system. She emphasized the significance of reforming the WTO dispute settlement mechanism and advancing negotiations in agriculture and fisheries subsidies.
“The WTO must remain responsive to evolving global trade realities,” she stressed.
She further urged the APEC economies to sustain momentum in prioritizing the alignment of trade policies with environmental protection and social well-being. She also stressed the significance of a whole-of-nation approach in achieving sustainable and resilient economies.
“It is crucial to engage with a wide range of stakeholders, including businesses, civil society, and the scientific community, to ensure that trade policies are informed by the latest knowledge and best practices,” she stated.
In the meeting, trade ministers also exchanged best practice on supply chain resilience and efficiency. Secretary Roque cited the regulatory reforms and targeted infrastructure investments in the country. She spotlighted the implementation of a presidential directive on pass-through fees, aimed at reducing inter-LGU logistics costs, and the adoption of electronic airway bills to streamline air cargo documentation.
