DMW partners with Magiliw Service to establish new satellite office in Pangasinan

Overseas Filipino Workers (OFWs) and their families in Region I are set to gain easier access to vital government programs and services following the signing of a Deed of Usufruct between the Department of Migrant Workers (DMW) and Magiliw Service Corporation today, July 26, 2025. This landmark agreement paves the way for the establishment of a new DMW satellite office in Brgy. Tomana West, Rosales, Pangasinan.

The agreement was formalized by Migrant Workers Secretary Hans Leo J. Cacdac and Agrarian Reform Secretary Conrado M. Estrella III, who signed on behalf of Magiliw Service Corporation owner, Mr. Victor James B. Estrella.

The new four-story facility, with a floor area of 1,811 square meters, will be situated on a 1.7-hectare property. It is envisioned as a dedicated hub for the DMW’s satellite operations, program implementation, and direct service delivery to OFWs and their families residing in Eastern Pangasinan.

“This facility will cater to quality service delivery for our OFWs and their families, in line with President Ferdinand R. Marcos Jr.’s directive to bring government programs and services closer to the people, especially our OFWs and their families,” stated Secretary Cacdac.

Agrarian Reform Secretary Estrella shared the personal significance of the land, which he inherited from his grandparents. He emphasized the event’s importance in boosting employment opportunities within the province. “This lot was inherited from my grandparents, and now, the DMW will be using this building. It is truly yours,” Secretary Estrella remarked. “This is indeed a very historic event, this is the beginning of us providing a good future for our OFWs and future OFWs. This is one seed we are planting for our progress.”

Secretary Cacdac expressed profound gratitude for the generosity shown by Magiliw Service Corporation and DAR Secretary Estrella, acknowledging their dedication and support for the DMW and, most importantly, for OFWs and their families. “The DMW is immensely grateful to DAR Secretary Estrella; this is a first of its kind, and through this new facility, they will truly feel the services of Bagong Pilipinas,” Secretary Cacdac added.

The signing of this Deed of Usufruct underscores a strong public-private partnership committed to supporting the Philippines’ modern-day heroes, who continue to be co-architects in nation-building.
