Pres. Marcos Jr. accepts DPWH Sec. Bonoan’s resignation; appoints Sec. Dizon to lead reform efforts

President Ferdinand R. Marcos Jr. has accepted the resignation of Department of Public Works and Highways (DPWH) Secretary Manuel M. Bonoan, effective 1 September 2025.

In his resignation letter, Secretary Bonoan expressed full support for the President’s call for accountability, transparency, and reform within the Department.

To steer DPWH through this critical transition, President Marcos has appointed Transportation Secretary Vince Dizon as the new DPWH Secretary. Secretary Dizon has been tasked to undertake a comprehensive organizational review to ensure that public funds are devoted exclusively to infrastructure projects that protect communities and deliver genuine benefits to the Filipino people.

To guarantee continuity in the Department of Transportation (DOTr), the President has designated Atty. Giovanni Z. Lopez as Acting Secretary. Atty. Lopez, sworn in as Undersecretary for Administration, Finance, and Procurement in February 2025, brings with him extensive experience in transport infrastructure, having previously served as Chief of Staff in the Office of the Secretary and in senior roles overseeing key railway, aviation, and maritime projects.

As Acting Secretary, Atty. Lopez will continue advancing the administration’s agenda of transport modernization, ensuring that initiatives for commuter safety, efficiency, and seamless project delivery are sustained and expanded.

In line with the administration’s commitment to integrity, President Marcos has also ordered the creation of an Independent Commission to Investigate Flood Control Anomalies. The body will conduct a full review of DPWH flood control projects, identify irregularities, and recommend measures to strengthen accountability and restore public trust in infrastructure spending.

“These decisions reflect our firm resolve to clean up corruption, strengthen our institutions, and deliver honest and effective public service under Bagong Pilipinas,” the President said.
