BOC launches Authorized Economic Operator (AEO) Operational Guidelines to boost trade competitiveness

The Bureau of Customs (BOC), in collaboration with the Department of Trade and Industry (DTI) and ARISE Plus Philippines, today announced the official launch of the Authorized Economic Operator (AEO) Operational Guidelines. This significant milestone marks a major step forward in modernizing customs operations, enhancing supply chain security, and sharply boosting the Philippines’ competitiveness in international trade.

The AEO Operational Guidelines provide a robust, standardized framework for the full implementation of the AEO Program, which formally recognizes and rewards compliant and trusted trade partners. By streamlining customs procedures and clarifying the roles of all stakeholders, the guidelines are designed to:

  • Reduce Transaction Costs: Lowering the financial burden on trusted businesses.
  • Improve Predictability: Ensuring consistent and reliable customs clearance times.
  • Foster a Secure Environment: Enhancing security while facilitating faster cross-border movement of goods.

Speaking at the launch, Deputy Commissioner Atty. Agaton Teodoro O. Uvero of the Assessment and Operations Coordinating Group, representing BOC Commissioner Ariel F. Nepomuceno, highlighted the pivotal nature of the event.

“This turnover not only concludes our productive collaboration with ARISE Plus Philippines, but more importantly, it signifies the beginning of a new chapter for the Bureau as we move forward with the implementation and institutionalization of the AEO Guidelines,” said Atty. Uvero.

He further emphasized the success of the multi-agency approach: “These Guidelines stand as a powerful symbol of what meaningful partnership can achieve when driven by mutual trust, a shared vision, and an unwavering commitment to reform.”

The launch also serves as the culmination of the four-year ARISE Plus Philippines Project. Implemented by the International Trade Centre (ITC) in collaboration with the DTI and other key government agencies, the project has been instrumental in improving the country’s international trade performance and promoting inclusive economic growth.

The AEO Operational Guidelines will serve as a vital, public reference document for BOC personnel, AEO members, and stakeholders across the trade ecosystem. By promoting absolute transparency and consistency in customs operations, the BOC reaffirms its commitment to creating a more efficient, trusted, and facilitative trading system that benefits the entire Filipino economy and public.
