The Department of Migrant Workers (DMW) and the Anti-Money Laundering Council (AMLC) have formally joined forces to intensify the protection of Overseas Filipino Workers (OFWs) against financial crimes, including money laundering, illegal recruitment, and human trafficking.
The two agencies signed a Terms of Reference (TOR) on November 5, 2025, at the DMW Central Office, officially designating DMW personnel as Deputized AMLC Financial Investigators (DAFI). The signing was led by DMW Secretary Hans Leo J. Cacdac and AMLC Executive Director Matthew M. David, alongside senior officials from both agencies.
The initiative immediately bolsters the government’s investigative capabilities, with 70 DMW employees from the Central and Regional Offices already receiving their DAFI certification after completing specialized training.
As DAFIs, these deputized officials are now empowered to:
Conduct financial investigations.
Request the freezing of assets linked to criminal activities.
Provide crucial support for the prosecution of the accused.
Executive Director David stated that this designation significantly strengthens the AMLC’s program. “As we sign through the enlistment of the DMW officers as deputized financial investigators, we significantly strengthen our capacity to investigate and prosecute human trafficking and other unlawful activities committed against OFWs,” he emphasized, adding that the move will reassure OFWs of their protection.
Secretary Cacdac underscored the vital role of DAFIs in the fight against those who prey on migrant workers. This collaboration is a direct response to the directive of President Ferdinand R. Marcos, Jr., to safeguard OFWs and their families.
“Together, we send a clear message: We will protect our migrant workers. We will follow the money. And we will hold human traffickers and illegal recruiters to account for their evil deeds. Again, we will throw them in jail,” Secretary Cacdac declared.
The partnership between the DMW and the AMLC demonstrates the Philippine government’s strong determination to provide comprehensive financial security and protection to OFWs worldwide.
