The Bureau of Customs (BOC), through its Authorized Economic Operator (AEO) Office, successfully concluded a critical series of Focus Group Discussions (FGDs) in September and October 2025 with key stakeholders across the international supply chain. These consultations mark a significant step toward the comprehensive expansion of the BOC’s AEO Program to promote a more secure, compliant, and competitive trade environment.
The discussions involved essential trade partners, including Customs Brokers, Container Yard and Container Freight Station (CY-CFS) Operators, and Freight Forwarders. The AEO Program currently provides enhanced trade facilitation benefits primarily to accredited importers, exporters, and those under the Super Green Lane Trade Facility. The expansion initiative aims to extend these privileges to new sectors.
The primary objective of the FGDs was to gather industry insights and recommendations on the potential benefits, privileges, and necessary compliance measures that will be incorporated into the enhanced AEO framework. Representatives from the AEO Office provided comprehensive presentations on the program’s history, accreditation criteria, and updates on Mutual Recognition Arrangements (MRAs) with international counterparts.
AEO officials, alongside the Assessment and Operations Coordinating Group (AOCG), acknowledged the valuable inputs received from participants. The Bureau assured stakeholders that their recommendations will be carefully evaluated for inclusion in the forthcoming program expansion. Participants were also encouraged to formalize their inputs by submitting position papers for consolidation and review.
“Strengthening collaboration with the private sector through the AEO Program is central to our reform agenda,” stated Commissioner Ariel F. Nepomuceno. “Its expansion to other trade partners underscores our goal of promoting a culture of compliance and shared responsibility in achieving a safer and more competitive global supply chain.”
Through these continuous stakeholder engagements, the Bureau of Customs reaffirms its commitment to aligning its operations with the World Customs Organization (WCO) SAFE Framework of Standards, ensuring a secure, modern, and globally trusted trade facilitation system.
