By the authority of President Ferdinand R. Marcos Jr., Malacañang has ordered the suspension of work in government offices and classes at all levels across several regions in the country due to the impending major impacts of Super Typhoon “Uwan.”
The suspension orders are contained in Memorandum Circular (MC) No. 106, signed by Executive Secretary Lucas Bersamin on Sunday, November 9, 2025.
Government Work Suspension
Work in all government offices in the following regions is suspended on Monday, November 10, 2025:
- National Capital Region (NCR)
- Cordillera Administrative Region (CAR)
- Region I (Ilocos Region)
- Region II (Cagayan Valley)
- Region III (Central Luzon)
- Region IV-A (CALABARZON / Southern Tagalog)
- Region IV-B (MIMAROPA)
- Region V (Bicol Region)
- Region VIII (Eastern Visayas)
Classes Suspension (All Levels)
Classes at all levels in the regions listed above, as well as the following areas, are suspended for two days, November 10 and 11, 2025:
- Region VI (Western Visayas)
- Region VII (Central Visayas)
- Negros Island Region
Continuity of Essential Services
MC No. 106 stipulates that all government agencies involved in the delivery of basic, vital, health services, as well as those responsible for disaster preparedness and response, must continue to remain operational.
Other government agencies in the affected regions are authorized to implement alternate work arrangements as necessary to ensure the continuity of essential functions, subject to applicable rules and regulations.
The cancellation or suspension of work in private companies and offices is left to the discretion of their respective heads. Furthermore, localized cancellation or suspension of classes and/or work in government offices in other regions not explicitly named may be implemented by their respective Local Chief Executives.
