The International Civil Aviation Organization (ICAO) highlighted the crucial role of its oversight activities and praised the Republic of the Philippines for its proactive engagement in enhancing aviation safety standards.
ICAO’s Universal Safety Oversight Audit Programme – Continuous Monitoring Approach (USOAP-CMA) workshops are essential mechanisms for tracking how ICAO Member States are fulfilling their responsibilities in overseeing civil aviation safety.
Jerome Guevin, Chief of the Oversight Support Unit within the ICAO Air Navigation Bureau’s Safety and Air Navigation Oversight Audit Section, emphasized the utility of these sessions. He stated that workshops like the recent regional gathering provide ICAO with a clear, up-to-date understanding of how States are progressing in implementing and maintaining effective safety oversight functions, which are fundamental to the safety and sustainability of global air travel.
The Philippines recently demonstrated its commitment by participating actively in the three-day USOAP-CMA sessions, which were held from November 17 to 19, 2025.
Mr. Guevin noted that the country’s significant engagement throughout the workshop reflects a strong national commitment to complying with international aviation safety standards and ICAO’s Standards and Recommended Practices (SARPs). Active participation in the CMA process is key for States to identify areas for improvement, address safety deficiencies, and ultimately contribute to a globally secure air transport system.
ICAO looks forward to the continued collaboration with the Philippines and all Member States as they leverage the USOAP-CMA findings to further strengthen their respective safety oversight systems. This continuous monitoring and improvement cycle is vital to ensuring a consistently high level of safety across the international air navigation network.
