Malacañang guarantees continuous water supply amid PrimeWater management shift

Malacañang on Tuesday affirmed the government’s commitment to ensuring a continuous water supply for consumers following reports of a management transition within PrimeWater Infrastructure Corp.

Presidential Communications Office (PCO) Undersecretary and Palace Press Officer Claire Castro confirmed that the Local Water Utilities Administration (LWUA) is closely monitoring the situation. LWUA Administrator Jose Moises Salonga is providing regular briefings to President Ferdinand R. Marcos Jr. to ensure that consumer welfare remains the priority during the transition from the Villar Group to the Lucio Co Group.

Strict Guidelines and Consumer Protection

To safeguard the public against service disruptions, Castro announced that the LWUA is currently drafting a memorandum circular. This directive will establish clear operational guidelines and protect consumers from unfair billing practices.

“Consumers should not be charged for services that are not actually provided by PrimeWater. We are waiting for the LWUA to release the memorandum circular regarding this matter,” Castro said.

Accountability and Performance Review

The Palace official emphasized that the change in management does not absolve the concessionaire of its previous obligations or potential failures. The government is actively investigating reported lapses in service delivery.

“The lapses or liabilities of PrimeWater as the management—whatever their shortcomings may be—must be held accountable,” Castro stated. She added that the government is compiling documentation and reports to determine the full extent of the company’s liabilities.

The Marcos administration continues to prioritize utility reliability, ensuring that corporate shifts do not compromise the essential needs of the Filipino people.
