To accommodate the surge of holiday travelers and ensure seamless maritime transport, the Maritime Industry Authority (MARINA) has officially issued special permits to three additional passenger vessels. This strategic move adds a total capacity of 1,200 passengers, specifically targeting high-demand routes to Romblon and Mindoro.
The following vessels have been authorized to operate under special permits to reduce port congestion and minimize waiting times for passengers:

MV Maria Erlinda (Montenegro Shipping Lines): Serving the Batangas–Odiongan route.

MV Asia Phil (Starlite Ferries, Inc.): Serving the Batangas–Calapan route.

MV November Cattleya (Atienza Interisland Ferries): Serving the Batangas–Calapan route.
These additional ships are expected to play a critical role in reuniting families by providing more frequent and reliable travel options during the peak season.
Beyond granting specific permits, MARINA has implemented a nationwide Relaxation Order, effective from December 16, 2025, to January 11, 2026.
This order empowers shipping companies to:

Adjust Schedules: Dynamically shift departure times based on passenger volume.

Increase Trip Frequency: Add more voyages to high-traffic routes.

Accelerate Turnarounds: Allow ships to depart immediately after unloading if demand at the origin port is high (e.g., the Lucena–Romblon route).
While operational flexibility is being prioritized, MARINA emphasizes that safety standards remain non-negotiable. All participating vessels must strictly adhere to maritime safety protocols and load limits.
“Our priority is to ensure that maritime operations this holiday season are safe, efficient, and responsive,” stated MARINA. “We are working in close coordination with port authorities and shipping companies to manage the influx of travelers effectively.”
