DMW and DataFlow Group launch a global digital contract verification system in Dubai

The Department of Migrant Workers (DMW), led by Secretary Hans Leo J. Cacdac, and the DataFlow Group signed a landmark Memorandum of Agreement (MOA) at the Conrad Hotel in Dubai. The event marks the global launch of the Online Employment Contract Verification System (OECVS), a fully digital platform designed to modernize and simplify essential services for Overseas Filipino Workers (OFWs).

True to its branding, which translates to “Digital, Fast, No Queues,” the OECVS allows OFWs to submit, pay for, and download verified employment contracts entirely online. The system eliminates the need for physical visits to Migrant Workers Offices (MWO), embodying the DMW’s commitment to a “Red Carpet, Not Red Tape” approach.

The pilot program in Dubai and the Northern Emirates has already demonstrated significant impact:

  • 30,000+ contracts processed digitally.

  • AED 2 million saved by workers in transportation and processing costs.

  • 137,500 hours of travel and wait time eliminated.

“This MOA marks a milestone in transforming public service for our modern-day heroes,” said Secretary Hans Leo J. Cacdac. “By leveraging technology, we are ensuring that migration remains safe, orderly, and dignified, while safeguarding the rights and welfare of Filipino workers abroad through secure data privacy and streamlined processes.”

The OECVS is a core component of the DMW’s broader digitalization roadmap, which includes the OFW Pass and the Kumusta Kabayan App. These tools provide a shared digital identity and real-time support, ensuring Filipinos worldwide have secure access to government services at their fingertips.

Following the successful pilot in Dubai, the DMW and DataFlow Group announced an aggressive global expansion for 2026:

Amit Gupta, Chief Strategy Officer of the DataFlow Group, joined Secretary Cacdac for the signing, reaffirming the private sector’s role in supporting the Philippine government’s vision for a fully digitalized migrant worker experience.
