MARINA launches intensive safety inspections of Aleson Shipping fleet following MV Kerstin 3 tragedy

Following the tragic sinking of the MV Kerstin 3, the Maritime Industry Authority (MARINA) has initiated a rigorous, multi-port safety sweep of all Aleson Shipping Lines vessels. The intensified inspections, which commenced on January 29, 2026, are currently underway in the key maritime hubs of Zamboanga, Jolo, and Dapitan.

Three specialized inspection teams, composed of experts from the MARINA Central Office and various Regional Offices, have been deployed to these locations. Their mandate is to conduct exhaustive assessments of both passenger and cargo vessels to ensure total compliance with national safety protocols.

MARINA Administrator Sonia Malaluan emphasized that the agency is adopting a “zero-tolerance” policy regarding maritime negligence to prevent future loss of life at sea. “We will not tolerate any shortcomings when it comes to the safety of our passengers,” said Administrator Malaluan. “This thorough inspection is to ensure that every ship cleared for departure is fundamentally safe, fully compliant with our regulations, and unquestionably seaworthy.”

To ensure the integrity of the process, Administrator Malaluan is personally monitoring the operations. This hands-on approach aims to guarantee that every regulation is enforced strictly and without exception.

The MARINA directive includes:

  • Comprehensive Vessel Audits: Evaluating structural integrity, life-saving appliances, and fire safety systems.

  • Operational Compliance: Reviewing crew certifications and vessel manifest accuracy.

  • Strict Enforcement: MARINA leadership has made it clear that any individuals or entities found violating safety standards will face immediate and severe accountability.

The agency continues to strengthen its inspection and enforcement capabilities nationwide, reaffirming its commitment to making Philippine waters safer for all travelers and stakeholders.
