Following the directive of President Ferdinand Marcos Jr. to prioritize the welfare of citizens impacted by national infrastructure projects, Transportation Secretary Giovanni Lopez announced the expedited construction of 16,725 housing units for families affected by the 147-kilometer North-South Commuter Railway (NSCR) System.
The Department of Transportation (DOTr) reached a significant milestone on Tuesday, February 3, with the pilot turnover of 80 housing units at “The Meadows Housing Project” in Brgy. Langkiwa, Biñan, Laguna. This project is a cornerstone of the government’s commitment to ensuring that the modernization of the nation’s railway system does not come at the expense of community stability.
Secretary Lopez emphasized that the administration’s focus extends beyond mere infrastructure. “The President is clear: relocation sites must be completed immediately. Beyond providing houses, the DOTr is actively funding compensation and sustainable livelihood programs to ensure a smooth transition for every family,” Lopez stated.
Assistant Secretary for Right-of-Way and Site Acquisition (ROWSA) IC Calaguas echoed this sentiment, noting that the recent turnover is the first in a series of completions designed to provide high-quality living environments. “We will not abandon those we relocate. Following the orders of President Marcos and Sec. Lopez, we will be with you every step of the way to ensure your lives are improved through this process,” said Asec. Calaguas.
The relocation effort spans several provinces to accommodate the massive scale of the NSCR. Key developments currently underway include:

In the Northern segment, the DOTr is partnering with the National Housing Authority (NHA) to relocate 4,515 informal settler families (ISFs) across Angeles City, San Fernando City, and Calumpit, Bulacan. Already, 170 units have been successfully turned over to families in San Fernando, Pampanga.
Biñan City Mayor Angelo Alonte expressed his gratitude for the collaborative effort, describing “The Meadows” as more than just a construction project. “It is a symbol of hope, dignity, and a better future for our countrymen,” Alonte remarked, urging beneficiaries to take pride in their new community.
The DOTr expects to facilitate additional turnovers in the coming months as construction nears completion at several other sites across the NSCR alignment.
