GSIS declares three-month loan moratorium to boost cash flow for government workers

The Government Service Insurance System (GSIS) has  announced the implementation of Balik Ginhawa, a modified three-month loan moratorium designed to provide immediate financial relief to government employees.

Aligned with the Marcos Administration’s Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) program, the initiative adopts a “whole-of-government” approach to cushion the impact of rising living costs while ensuring the long-term actuarial health of the pension fund.

Unlike traditional moratoriums that simply halt deductions and spread the savings over several months, Balik Ginhawa utilizes a refund mechanism. This allows members to receive a significant lump sum upfront, providing more purchasing power for urgent household needs.

Key features of the program include:

  • Direct Lump Sum Crediting: While regular loan deductions will continue, GSIS will refund the equivalent of three months’ amortizations (covering December 2025 to February 2026) directly to the members’ accounts.

  • No Extra Costs: The loan term will be extended by three months with zero additional interest or penalties.

  • Voluntary Participation: The program is optional, giving members the flexibility to choose if the relief fits their current financial strategy.

GSIS President and General Manager Wick Veloso emphasized that the program balances empathy with fiscal responsibility.

“Sa ganitong paraan, agad ninyo itong magagamit para sa inyong mga pangangailangan. Mananatili ang regular na salary deductions upang mapanatili ang kaayusan at katatagan ng GSIS, at upang patuloy na mapangalagaan ang kapakanan ng mga miyembro nito,” Veloso stated.

He further noted that Balik Ginhawa is a testament to the GSIS’s commitment to providing timely, responsive support to the country’s dedicated public servants.

To ensure a seamless and paperless experience, GSIS encourages all eligible members to apply via the GSIS Touch mobile application.

Steps for members:

  1. Download or open the GSIS Touch app.

  2. Navigate to the Balik Ginhawa application module.

  3. Submit the voluntary application for approval.

  4. Once approved, the three-month amortization total will be credited to the member’s registered account.
