Nepomuceno says exporters support BOC’s containerized cargo monitoring system

Customs Commissioner Ariel F. Nepomuceno said the Export Development Council (EDC) expressed support for the Bureau of Customs’ (BOC) ongoing reforms to modernize operations and streamline trade processes, including the Electronic Tracking of Containerized Cargo (E-TRACC) system.
During the EDC Executive Committee Meeting held on April 1, 2026 in Makati City, the BOC
gathered key government agencies and private sector leaders to discuss policies and programs aimed at strengthening the country’s export competitiveness, where the BOC presented updates on the implementation of the E-TRACC System.

 

During the discussions, EDC officials and industry representatives, led by EDC Chair Undersecretary Ceferino S. Rodolfo of the Department of Trade and Industry, recognized the BOC’s efforts to modernize customs processes, improve trade facilitation, and address long-standing concerns of exporters. The Council likewise conveyed its appreciation for the Bureau’s openness to dialogue and its responsiveness to stakeholder feedback, particularly on measures that balance regulatory control with ease of doing business.

The BOC highlighted key developments, including enhancements to the E-TRACC system and policy adjustments aimed at supporting exporters, especially those operating within economic zones. These initiatives are anchored on the Bureau’s mandate to modernize customs administration through digitalization while ensuring transparency, efficiency, and secure cargo movement.

Commissioner Nepomuceno welcomed the continued engagement of the export sector, emphasizing that reforms are most effective when shaped through active collaboration with stakeholders.

“The support of the Export Development Council affirms that we are moving in the right direction. Our goal is clear: to protect our borders while making it easier for legitimate businesses to thrive. We will continue to listen, adjust, and improve our systems to better serve our exporters and the Filipino people,” the Commissioner said.

In line with President Ferdinand R. Marcos Jr.’s directive to improve the ease of doing business and strengthen economic competitiveness, the BOC reaffirmed its commitment to sustaining reforms that reduce costs, streamline procedures, and build trust between government and the export community.

The meeting was attended by senior officials from the Department of Trade and Industry, Department of Finance, Philippine Economic Zone Authority, Bangko Sentral ng Pilipinas, and key private sector representatives, underscoring the whole-of-government and whole-of-industry approach in advancing the country’s export agenda.
