Bureau of Internal Revenue (BIR) Commissioner Charlito Martin R. Mendoza met with the Swiss Chamber of Commerce of the Philippines (SwissCham) on Wednesday, to discuss the agency’s aggressive tax reform agenda and explore deeper collaboration with the Swiss business community.
The delegation was led by Hans-Christian Baumann, Deputy Head of Mission at the Embassy of Switzerland. The meeting served as a high-level forum to align the BIR’s modernization efforts with the practical needs of international investors and local stakeholders.
The core of the discussion centered on the BIR’s Digital Transformation and Revenue Enhancement Strategies (DARES) program. Commissioner Mendoza highlighted several key initiatives designed to eliminate manual intervention and enhance the ease of doing business in the Philippines:

Audit Integrity: The implementation of system-assisted audit selection and the “Audit the Auditors” initiative to ensure transparency and accountability within the bureau.

Modernized Compliance: The rollout of a new Taxpayer Portal, providing a seamless digital interface for filing and inquiries.

Standardized Enforcement: The introduction of a unified electronic Letter of Authority (eLA) for the 2025 taxable year, streamlining the commencement of the audit process.
SwissCham representatives expressed strong support for these reforms, noting that a predictable and efficient tax environment is critical for sustaining foreign direct investment. The Chamber committed to acting as a feedback loop between the BIR and the business sector to ensure that new digital tools are user-friendly and effectively implemented.
“Our engagement with SwissCham reflects the BIR’s commitment to building a tax administration that is not only efficient but also transparent,” said Commissioner Mendoza. “By working closely with industry leaders, we ensure that our reforms are grounded in the reality of the business landscape.”
The meeting underscores the BIR’s ongoing shift toward a “service-first” agency. By leveraging automation and maintaining an open dialogue with international chambers, the BIR aims to reduce the compliance burden on taxpayers while maximizing revenue collection through improved integrity and data-driven audits.
