BOC’s Nepomuceno reduces valuation request processing time to 3 days 

Commissioner Ariel F. Nepomuceno has directed all concerned personnel of the Bureau of Customs (BOC) across all ports in the country to strictly observe the three-day processing for valuation of Import Assessment Service (IAS) to streamline processes and further enhance trade facilitation, 

The directive reinforces the Bureau’s commitment to operational efficiency, improved service delivery, and the prompt resolution of delays in customs processing, consistent with the directive of President Ferdinand R. Marcos Jr. to improve ease of doing business in the country.

Under a memorandum signed by the Commissioner on April 14, 2026, the directive mandates the IAS to release clearance within three (3) working days from receipt of complete documentary requirements, ensuring a more predictable and streamlined valuation process for stakeholders. It further provides that in cases where the IAS is unable to issue clearance within the prescribed period, concerned ports may proceed with the processing and release of shipments, subject to full compliance with existing customs laws, rules, and complete documentary requirements.

The IAS initiated the reduction of required signatories for IAS clearance from four days to three, in compliance with the Anti-Red Tape Authority guidelines, further expediting internal processing.

“We must ensure that valuation concerns are acted upon within the prescribed period. Delays in processing must be minimized, and all units are expected to exercise diligence and urgency in the submission and evaluation of complete requirements to ensure that trade flows without unnecessary interruption,” said Commissioner Nepomuceno.

He stressed the need for the timely submission of complete and accurate documents and the prompt action on valuation concerns to ensure efficient issuance of value recommendations and the smooth movement of goods.
