DMW reaffirms commitment to OFW safety, over 7,400 repatriated amid Middle East tensions

The Department of Migrant Workers (DMW) has reinforced its dedication to the protection and welfare of Overseas Filipino Workers (OFWs) as geopolitical tensions persist in the Middle East.

DMW Secretary Hans Leo J. Cacdac announced on Thursday that the agency’s comprehensive repatriation and contingency operations are fully active to ensure no Filipino is left behind.

As of April 23, 2026, the DMW has successfully facilitated the safe return of more than 7,400 OFWs and their dependents from conflict-affected areas. These individuals have been provided with immediate assistance upon arrival, including transport, medical evaluation, and reintegration support.

Secretary Cacdac emphasized that while the Department hopes for a de-escalation of hostilities, the government is prepared for a “worst-case” scenario. Current measures include:

  • Designated Safe Zones: Established assembly and meeting points for workers in high-risk areas.

  • Logistical Readiness: Pre-arranged exit points and “fly-out” protocols for rapid evacuation.

  • Alert Level Protocols: Scalable response plans ranging from Alert Level 1 to 4, ensuring the agency can pivot quickly if regional stability shifts. “We stand ready should the situation escalate, but we remain hopeful it will not,” said Secretary Cacdac. “At present, we have already been implementing meeting points, exit points, and fly-out arrangements. We are prepared for any eventuality.”

To sustain these large-scale operations, Secretary Cacdac confirmed that the Department of Budget and Management (DBM) has released additional funding specifically for repatriation and reintegration programs.

Furthermore, the DMW is actively collaborating with Congress to institutionalize emergency funding mechanisms. These proposed measures aim to create a permanent financial cushion, allowing for more agile and robust support for OFWs and their families during global crises.
