The Department of Energy (DOE) announced the successful delivery of four critical diesel shipments, totaling 178.33 million liters, officially completing the government’s latest procurement cycle under the Emergency Energy Security Program.
This strategic replenishment is a direct response to Executive Order No. 110, issued by President Ferdinand R. Marcos Jr. The initiative, facilitated through the Philippine National Oil Company-Exploration Corporation (PNOC-EC), is designed to insulate the domestic economy from the ongoing volatility of the global oil market and geopolitical instability.
The phased deliveries concluded with arrivals at key strategic hubs across the archipelago, ensuring a decentralized and robust fuel inventory:

Subic & Batangas: Securing the industrial and transport heart of Luzon.

International Sourcing: Key shipments originated from Japan, underscoring strong regional trade partnerships.
The infusion of 178.33 million liters provides a vital cushion for the country’s fuel buffer, ensuring that essential services remain uninterrupted even in the event of external supply shocks.
Energy Secretary Sharon S. Garin emphasized that these deliveries represent more than just inventory; they represent economic foresight.
“The arrival of all four diesel shipments shows that the government is acting with urgency to protect the country’s fuel supply,” Secretary Garin stated. “Our priority is to ensure that the Philippines remains prepared, adequately supplied, and able to respond swiftly to developments that may affect fuel availability and market stability.”
The DOE highlighted that a stable diesel supply is the backbone of the Philippine economy, directly impacting:
