The Energy Regulatory Commission (ERC) officially marked a major milestone in the country’s green energy transition on Friday, May 15, 2026, attending the formalization of 7-Eleven Philippines’ shift to renewable energy under the government’s Retail Aggregation Program (RAP).
The event, held at the Melting Pot, Ayala Triangle Gardens Tower 2 in Makati City, was attended by ERC Market Operations Service (MOS) Director Sharon O. Montañer and MOS-Contestable Market Division (MOS-CMD) Division Chief Atty. Chiara Angela LB. Blanco, alongside executives from 7-Eleven Philippines and ACEN Renewable Energy Solutions (ACEN RES).
The Retail Aggregation Program (RAP) is a key government initiative that empowers electricity consumers within the same franchise area to combine, or “aggregate,” their power demand. This collective buying power allows them to bypass traditional single-utility constraints and directly choose their own retail electricity supplier.
By leveraging this program, 7-Eleven Philippines has partnered with ACEN RES to supply its operations with clean, renewable energy. This transition highlights the growing participation of the commercial sector in supporting the Philippines’ overarching goals of:

During the ceremony, Director Montañer reaffirmed the ERC’s steadfast commitment to implementing policies that champion consumer choice and foster a highly competitive retail electricity market.
