Stepping up efforts to further institutionalize a culture of excellence, the Bureau of Customs (BOC) convened the second batch of the Leadership and Transformational Program (LTP) on June 9, 2026. The program marks a significant stride in Commissioner Ariel F. Nepomuceno’s mission to fully integrate the principles of Integrity, Accountability, Modernization (IAM) BOC Movement into the Bureau’s daily operations.
Anchored on the core pillars of Integrity, Accountability, and Modernization, the IAM BOC Movement serves as the Bureau’s premier values-driven reform initiative. It calls upon Customs officials and personnel to take shared responsibility in cultivating a professional and service-oriented institution, emphasizing that genuine transformation begins with the character and mindset of every employee.
The movement serves as a key driver for the Bureau’s organizational shift, designed to cultivate ethical and visionary leadership across all ranks. By deepening personnel commitment to these principles, the initiative reinforces personal accountability and ensures that daily decision-making is firmly rooted in the core values of the BOC.

The event featured prominent guest speakers whose insights on institutional growth aimed to inspire. Mr. Anthony N. Pangilinan, a renowned corporate trainer and motivational speaker, facilitated a session on transformational leadership, while Pastor Jojo Baldo, Senior Pastor of Lighthouse Christian Community Alabang, discussed the importance of visionary leadership. Both speakers highlighted how character and purpose serve as the foundation for meaningful and lasting reform.
The BOC Chief challenged the participants to internalize the core values of the initiative to effectively rebuild public trust.
“Ang IAM BOC Movement is not just a simple advocacy. It is a continuous call to action para sa bawat empleyado ng Customs. Hamon ito sa atin na magbago ng mindset at magtulungan sa pag-rebuild ng tiwala ng taong bayan. Inaasahan ko ang bawat isa na isabuhay ang kultura ng integrity, accountability, at modernization sa ating pang-araw-araw na trabaho,” he highlighted.
In line with the governance reform agenda of President Ferdinand R. Marcos Jr., the BOC continues to drive internal transformation to better fulfill its core mandates of trade facilitation, border protection, and revenue generation through transparent and responsive public service.
