ICAO calls for enhanced global cooperation to strengthen CORSIA and avoid emissions market fragmentation

The International Civil Aviation Organization (ICAO) is actively inviting closer cooperation with its Member States to maintain a globally harmonized approach to aviation emissions.

As nations transition from planning to implementing concrete actions, ICAO emphasizes the critical importance of strengthening the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) and avoiding duplicative national or regional measures.

Supported unanimously at the most recent ICAO Assembly, CORSIA stands as the only globally approved market-based measure addressing carbon emissions from international flights. It is designed to ensure that airlines around the world operate under a fair, consistent, and singular regulatory framework.

“Maintaining a unified global framework is essential for a level playing field,” says ICAO. “Avoiding overlapping or conflicting systems reduces complexity, improves environmental effectiveness, and provides the clarity necessary for airlines to invest confidently in sustainable futures.”

As a core pillar of the international strategy to decarbonize air transport, CORSIA works in tandem with technological innovations, operational improvements, and the deployment of cleaner aviation energies. By aligning all regulatory efforts under ICAO’s leadership, Member States can foster industry-wide innovation, accelerate investment in cleaner technologies, and ensure the aviation sector moves forward in a coordinated manner.
