PHP150-M packaging hub rises in CARAGA to enhance competitiveness of MSME products 

A PHP150-million shared shared service facility (SSF) on packaging and labeling will rise in Butuan City to provide micro, small and medium enterprises (MSMEs) improved packaging and enhanced the presentation of their products in the global market.

Trade and Industry Secretary Cristina A. Roque said the new SSF will be officially launched on July 13, 2026, during the kickoff of the 2026 MSME Development Week in Butuan City.

Established under the DTI SSF Program in partnership with Father Saturnino Urios University (FSUU), the facility is envisioned as Caraga’s One-Stop Printing Hub, providing MSMEs in the region with modern packaging, labeling, and printing services to enhance product competitiveness.

This SSF, officially named as FSUU MIRACLE (Modern Implementation for Revolutionizing Advanced Cutting-edge Layout and Excellent Printing Solution) was conceptualized during a learning mission to ProPak Asia in Bangkok, Thailand in June 2024, organized by then DTI MSME Development Group (MDG) Undersecretary, now SecretaryRoque, who personally led the Philippine delegation.

DTI CARAGA was among the three regional offices that joined the mission, recognizing the opportunity to learn from one of Asia’s premier processing and packaging exhibitions.

During the visit, Secretary Roque shared her vision of establishing similar world-class packaging facilities in the Philippines to help Filipino MSMEs compete in both local and global markets.

Inspired by this vision, Regional Director Gay A. Tidalgo led DTI CARAGA in pursuing the establishment of the FSUU MIRACLE, translating global best practices into a regional innovation hub that will benefit MSMEs across Caraga.

The FSUU MIRACLE will provide the MSMEs of CARAGA Region and Mindanao with affordable access to packaging design, label development, commercial printing, die-cutting, packaging fabrication, prototype production, and technical assistance on branding and packaging improvement. These services will help enterprises improve product presentation, comply with labeling standards, reduce production costs, and expand opportunities in supermarkets, institutional markets, trade fairs, e-commerce, and export markets.

The partnership with FSUU was formalized through a Memorandum of Agreement signed on March 14, 2025. FSUU serves as the project’s cooperator, providing the infrastructure and technical support necessary for the facility’s operations.

Secretary Roque recently reaffirmed DTI’s partnership with FSUU during her visit in Butuan City on July 7, where she met with FSUU officials led by the University President, Rev. Fr. Randy Jasper C. Odchigue for the ceremonial turnover of SSF projects.
