PHILEXPORT reaffirms commitment to fairer business environment, joins expanded BIR public-private tax council

The Philippine Exporters Confederation, Inc. (PHILEXPORT) has renewed its commitment to fostering a more business-friendly fiscal environment by joining the Bureau of Internal Revenue (BIR) and private sector leaders to formalize the expansion of the public-private tax advisory council.

During the recent signing of the Memorandum of Agreement (MOA), PHILEXPORT Vice President for Advocacy, Communications, and Special Concerns Ma. Flordeliza Leong represented the organization and its member-exporters on behalf of President Sergio Ortiz-Luis Jr.

The MOA signing officially revives the BIR’s multi-sectoral group consultative mechanism and expands the BIR Partnership with Multi-Sectoral Group (BIR-PMSG) from 12 to 15 key business and professional organizations. This broader membership base strengthens the BIR-PMSG’s mandate as a dedicated venue for crucial dialogues. Through the council, the private sector can actively shape policies, voice compliance challenges, and collaboratively refine tax administration systems.

Under the newly signed agreement, council members will work closely with BIR leadership to drive critical reforms that protect daily enterprise operations. The PMSG will focus heavily on:

  • Accelerating Digitalization: Speeding up the modernizing of tax systems to reduce friction.

  • Improving Taxpayer Services: Enhancing day-to-day interactions and ease of compliance for businesses.

  • Resolving Ambiguities: Addressing micro-level tax issues and uncertainties before they escalate into systemic burdens.

Private sector stakeholders play a pivotal role in this partnership by stress-testing critical tax proposals and audit reforms. This ensures that new regulations reflect real-world economic conditions rather than theoretical models.

Through this active engagement, PHILEXPORT continues its mission to advocate for transparent, fair, and efficient taxation frameworks that support sustainable national development and keep Filipino exporters competitive.
