The Bases Conversion and Development Authority (BCDA), led by President and CEO Joshua M. Bingcang, has signed a contract agreement with the Public-Private Partnership (PPP) Center of the Philippines and the joint venture of Isla Lipana & Co. (PwC Philippines) and Cabrera & Co. to provide project preparation and transaction advisory services for the modernization of the Poro Point Seaport.
This partnership marks a significant milestone toward the complete redevelopment of the San Fernando International Seaport into a modern, fully containerized, world-class maritime gateway—a transformation set to strengthen trade, streamline logistics, and unlock economic opportunities across Northern Luzon.
The project will upgrade the existing bulk and break-bulk terminal into an efficient, state-of-the-art maritime hub through:

Advanced Terminal Systems: Implementing smart operational software and tracking systems to speed up container turnaround times.

Modern Cargo-Handling Equipment: Upgrading port machinery to expand capacity and ensure safe, high-volume handling.

Upgraded Logistics Infrastructure: Seamlessly integrating Poro Point into the country’s expanding network of trade routes and economic corridors.
BCDA targets the start of construction in Q2 2027, with overall completion expected by 2029.
