MARINA H1 revenue reaches PHP705 M, achieving 82% of 2026 full-year target

The Maritime Industry Authority (MARINA) has generated PHP705.68 million in revenue during the first half of 2026, equivalent to 82 percent of its PHP860 million revenue target this year, and exceeded its major performance targets halfway through 2026, posting strong gains in frontline services, revenue generation, digital transformation, and regulatory reforms that place the agency on track to surpass its year-end goals.

The accomplishments were presented during the Mid-Year Performance Assessment and Planning Conference (MYPAPC), where MARINA officials assessed the agency’s first-semester performance and aligned priorities for the remainder of the year.

Aside from the robust revenue generation, the country’s operating fleet likewise reached 2,097 vessels, exceeding MARINA’s target by 10.5 percent, reflecting sustained growth and confidence in the Philippine maritime industry.

MARINA also showed robust frontline services. It released 601,256 ship certificates during the first semester of 2026, ensuring the continued safety, compliance, and operational efficiency of Philippine vessels.

The agency also processed 314,707 certificates for maritime professionals, comprising 282,297 Certificates of Proficiency, 21,506 Certificates of Competency, and 10,904 GMDSS certificates. In addition, 14,698 Filipino seafarers were certified meeting international standards, while 2,167 stakeholders completed Modified Basic Safety Trainings.

MARINA continued to strengthen its digital governance initiatives by issuing 1,278 Special Orders and processing 1,678 MeCAV transactions, further streamlining certification and verification services for maritime stakeholders.

To further strengthen maritime education and certification, the agency also established the Office of the Deputy Administrator for Education, Training, and Certification (ODAETC), which will serve as MARINA’s think tank for domestic and international maritime education, training, and certification.

Complementing its accomplishments is the agency’s higher client satisfaction rating. MARINA said it sustained a 97 percent client satisfaction rating based on feedback from 253,224 clients surveyed across its offices nationwide, reflecting its continued commitment to delivering efficient, responsive, and citizen-centered public service.

Regulatory improvement

Meanwhile, eight policy proposals were submitted to Anti-Red Tape Authority (ARTA) in line with the National Policy Regulatory Management System, demonstrating MARINA’s continued focus on responsive policy development and regulatory improvement.

“Exceeding our targets is not the finish line—it is our motivation to deliver even better services for every Filipino who depends on the maritime sector,” MARINA Administrator Sonia Malaluan stated.

Building on its strong first-semester performance, MARINA remains committed to advancing maritime safety, accelerating digital transformation, strengthening regulatory services, and delivering world-class public service that benefits Filipino seafarers, the domestic shipping industry, and the riding public.
