The Department of Migrant Workers (DMW) has concluded the Joint Manning Group (JMG) Information Series 01-2026, focusing on the newly issued 2026 DMW Sea-Based Rules and Regulations and the revised Standard Employment Contract (SEC) for Seafarers. The initiative forms part of the Department’s sustained efforts to safeguard the rights, welfare, and global competitiveness of Filipino seafarers.
The full-day orientation brought together approximately 300 key stakeholders, including representatives from licensed manning agencies (LMAs) and industry leaders, to establish unified guidance on interpreting, applying, and enforcing the updated regulatory framework.
“This activity is part of our efforts to uphold the rights and welfare of Filipino seafarers and to ensure that industry stakeholders remain well-informed about policy developments governing overseas maritime employment,” said DMW Undersecretary Bernard P. Olalia. He underscored that a shared, clear understanding across all sectors is essential to drive full compliance and seamless implementation.

Atty. Janine T. Tutanes of the DMW Legal Service detailed the salient provisions and compliance requirements of the 2026 DMW Sea-Based Rules and Regulations.

Atty. Albert Ranier Valenciano presented the revised Standard Employment Contract (SEC) for Seafarers, highlighting key updates to contractual terms, worker protections, and implementation guidelines.
Following the briefings, an open forum provided participants with a direct line to ask questions and clarify operational details. The session was facilitated by a senior DMW panel comprising Assistant Secretary Julyn S. Ambito-Fermin, Director Liza C. Alcera, and Director Marieta S. Labong-Dela Cruz, who addressed specific concerns raised by manning agencies and industry partners.
