The Maritime Industry Authority (MARINA), represented by Deputy Administrator for Operations, RADM Loumer P. Bernabe, PN (Ret), underscored its unwavering commitment to advancing the Philippine maritime sector during the 207th Maritime Forum held today at the MARINA Central Office.
The hybrid event, organized by The Maritime League and presided over by its Chairman and President, VADM Eduardo Ma. R. Santos, AFP (Ret), convened a diverse group of maritime leaders, industry stakeholders, and representatives from maritime education and training (MET) institutions to deliberate on the future of the nation’s maritime landscape.
In his welcome address, RADM Bernabe emphasized that while technological breakthroughs like artificial intelligence are rapidly transforming maritime operations, the foundation of a robust industry lies in meaningful dialogue and stakeholder collaboration.
“MARINA remains dedicated to developing, promoting, and regulating our maritime industry to meet the challenges of an evolving global environment,” RADM Bernabe stated. “By fostering collaboration across all sectors, we ensure that the Philippines remains a competitive and reliable partner in the global maritime community.”

Modernizing Maritime Education: Mr. Herbert V. Nalupa, MET Standards Supervisor of the MARINA-STCW Office, provided updates on the ongoing comprehensive review of the STCW Convention and Code. He detailed new competency requirements regarding alternative fuels and emerging technologies, highlighting MARINA’s proactive approach to aligning local training with international standards.

Strengthening Enforcement: Representing Director Luisito U. Delos Santos of the Enforcement Service, Division Chief Atty. Benedicto G. Manlapaz introduced Project MARINA SEA-GUARD. This proposed, data-driven enforcement system aims to enhance safety and regulatory compliance within domestic shipping through a risk-based approach.
