Marking the kickoff of the 38th Anniversary of the Community Mortgage Program (CMP) this August, the Presidential Commission for the Urban Poor (PCUP) and the Social Housing Finance Corporation (SHFC) signed a Memorandum of Understanding (MOU) to strengthen institutional collaboration and expand access to safe, affordable housing and community development programs for urban poor families.
The ceremonial signing was led by PCUP Chairperson and CEO Usec. Michelle Anne “Che-Che” B. Gonzales and SHFC President and CEO Federico A. Laxa. The partnership aligns with President Ferdinand R. Marcos Jr.’s “whole-of-government” mandate to streamline public services, alleviate poverty, and accelerate socialized housing delivery.
Under the agreement, SHFC will grant PCUP-accredited Urban Poor Organizations (UPOs) direct access to safe, dignified, and affordable shelter through the Enhanced Community Mortgage Program (E-CMP)—a key component of the administration’s flagship Pambansang Pabahay para sa Pamilyang Pilipino (4PH) Program.
In turn, PCUP will lead key support initiatives for E-CMP beneficiaries, including:

UPO Accreditation: Facilitating official recognition and registration for beneficiary groups.

Capability Building: Conducting leadership, estate management, and community governance training.

Grassroots Dialogues: Leading ongoing community consultations to address local needs.

Livelihood Support: Providing socio-economic programs to promote sustainable community development.
“This partnership ensures our beneficiaries do not merely receive a physical house, but build resilient, self-sustaining communities equipped with economic opportunities,” stated PCUP Chairperson Gonzales.
The historic signing was witnessed by PCUP Executive Assistant III Jesse Wilvic S. Jacildo and SHFC Executive Vice President Atty. Junefe G. Payot.
