In a significant move to bolster maritime security, Signatory States of the Djibouti Code of Conduct (DCoC), including the Jeddah Amendment, have formally agreed to establish a new Combined DCoC Task Force. This regional initiative aims to protect international shipping from the growing threat of piracy in the Western Indian Ocean and the Gulf of Aden.
The proposed Task Force will serve as a practical, regional mechanism, enabling willing Signatory States to conduct coordinated maritime operations that complement and support existing international security efforts. A core component of this cooperation includes the potential embarkation of “sea-riders”—officers from coastal States—aboard participating naval vessels to enhance operational integration and regional expertise.
The initiative gained momentum following an Extraordinary Meeting of the DCoC Steering Committee on July 29, 2026. These recommendations were subsequently endorsed by the National Focal Points (NFPs) on August 5, 2026, who have tasked Working Group 3 (WG3) with spearheading the development of the formal operational framework.
The next critical phase of development will take place in Mombasa, Kenya, from September 7–9, 2026, during the DCoC Regional Workshop on Operational Cooperation and Coordination at Sea. At this workshop, WG3 will review existing Concepts of Operations (CONOPS) to align them with the needs of the new Task Force.
Delegates participating in the WG3 process will evaluate several key parameters for the Task Force, including:

Geographical operational scope.

Logistical and resource requirements.

Composition and types of maritime assets to be contributed by participating nations.

Integration with existing regional and international maritime security frameworks.
While the exact structure and asset contributions are still under assessment, Signatory States have stressed that the response must be holistic. Beyond the deployment of naval assets, the Task Force aims to strengthen regional cooperation and streamline legal processes—specifically establishing clear, timely arrangements for the transfer and prosecution of suspected offenders.
