PHP6.36T worth of investments certified under Green Lane processing as of July 31

A total of PHP6.36 trillion, or approximately USD111.93 billion, worth of investments had been certified for fast-track processing under the Green Lane Initiative as of July 31, 2026, with renewable energy (RE) projects accounting for the bulk, at PHP5.46 trillion.
The Green Lane Initiative was implemented via Executive Order No. 18, signed by President Ferdinand R. Marcos Jr. on February 23, 2023. EO 18 establishes Green Lanes in all government offices to streamline and expedite licenses, permits, and clearances for strategic investments. Managed through the Board of Investments, it aims to cut red tape and boost foreign and domestic investments.
Data from the One-Stop Action Center for Strategic Investments (OSAC-SI) of the Board of Investments (BOI) showed that the investments represent the combined cost of 244 strategic projects expected to generate an estimated 425,453 jobs once fully operational.
From January 1 to July 31 alone, the BOI said 22 Green Lane-certified projects worth PHP391.84 billion were registered, with an estimated 44,235 jobs to be generated.
Of the 244 Green Lane projects, 187 were RE projects with total investments of PHP5.46 trillion and expected to generate 276,469 jobs.
The BOI, however, noted that 10 RE projects with combined investments of PHP137.47 billion were removed after their service contracts were surrendered to the Department of Energy.
Digital infrastructure accounted for 10 projects with investments totaling PHP405.12 billion, as the sector attracted substantial foreign funding. These projects are focused mainly on improving internet connectivity, data centers, and digital services. Given the nature of these projects, they are expected to generate 20,393 jobs.
Public-private partnership (PPP), infrastructure, and water projects accounted for six large-scale projects with total investments of PHP416.745 billion. Despite the relatively small number of projects, they are expected to generate 113,363 jobs, underscoring their significant impact on employment and basic services.
A total of 33 food security projects worth PHP19.68 billion are expected to generate 7,421 jobs while helping improve food production, storage, and supply.
The manufacturing sector accounted for seven projects worth PHP67.04 billion with expected 7,773 jobs.
The pharmaceutical sector had one project worth PHP45 million and 35 jobs.

Of the 244 projects, 166 were in the pre-development phase, 46 were under construction, nine were in the pre-operation stage, and 23 were already operational.
