The Management Association of the Philippines urged the executive branch, legislature, and all government agencies involved in preparing, approving, and implementing the 2027 National Budget to maintain transparency, integrity, and accountability in using public funds.
In a statement issued on August 26, 2026, the business group said the 2027 budget arrives amid public trust eroded by allegations of corruption, questionable projects, irregularities in public spending, and misuse of government resources. MAP characterized these concerns as striking at institutional credibility and the confidence of citizens and businesses in the government’s fiscal management.
The industry group emphasized that the national budget is made up of taxes collected from Filipino workers, consumers, and businesses, as well as debt obligations that will affect both current and future generations. The organization asserted that the government has a responsibility to clarify how every peso is allocated, spent, and turned into public benefits.
The business group also declared zero tolerance for hidden insertions, questionable appropriations, favored contractors, ghost or substandard projects, unexplained realignments, and the use of public funds for political accommodation or personal gain.
MAP emphasized that transparency should start during the budgeting process. The organization called for complete disclosure of significant amendments and additions introduced during congressional discussions and bicameral conference sessions, including details about their supporters, amounts, and purposes. MAP asserted that the complexity of the budgeting process should not be used as an excuse to avoid public scrutiny.
The group is calling for transparency following the signing of the General Appropriations Act. They argue that Filipinos should have the ability to trace public funds from the stage of appropriation through to release, procurement, award, implementation, completion, and audit. For significant infrastructure and government projects, the public should be able to identify the amounts allocated, the recipients of contracts, actual expenditures, deliverables, and whether the projects met the promises made to taxpayers.
MAP expressed strong support for the Citizen Access and Disclosure of Expenditures for National Accountability, known as CADENA, and similar reforms using technology to make government expenditures transparent, traceable, and tamper-resistant. The organization urged the government to institutionalize end-to-end digital transparency across the budget process.
The statement also noted that every peso lost to corruption represents funds diverted from classrooms, hospitals, infrastructure, agriculture, social services, and job creation programs. MAP stated that persistent questions about public spending integrity weaken investor confidence, increase country risk perceptions, undermine institutions, and constrain economic growth.
MAP said the 2027 National Budget provides President Ferdinand Marcos Jr., his administration, and the 20th Congress an opportunity to address these concerns through opening the budget process to scrutiny, disclosing fund allocation and spending, investigating irregularities, prosecuting wrongdoing where evidence warrants, and establishing permanent safeguards against abuse.
