
Customs Administrative Order (CAO) No. 03-2024 outlines the new and revised rates for service, storage, and other charges on goods stored at ATSWs. It consolidates existing customs orders regarding these rates and standardizes various charges for operations affecting imported goods before delivery to the importer or consignee.
The regulation aims to provide clear and transparent guidelines to stakeholders on the collection of service, storage, and other charges for goods stored at ATSWs.
CAO 03-2024 lists the new basic storage rates for two types of imported goods. The Ninoy Aquino International Airport (NAIA) and Clark International Airport now levy similar standard rates for general cargo and special cargo, while other airports have their own uniform rates for these cargoes.
The revised rates are as follows:
NAIA/Clark General Cargo: P4.46 per kilogram per day (previously P3.43 per kilogram per day). The new minimum charge is P256.72 per day (previously P197.48), and the fixed rate for documents and diplomatic pouches is P171.12 per day (previously P131.63 per day).
Other Airports General Cargo: P2.69 per kilogram per day (previously P1.68), with a minimum charge of P154.21 (previously P96.38). The fixed rate for documents and diplomatic pouches is P102.8 per day (previously P64.25 per day).
For special cargo stored at NAIA/Clark, the new rates are:
Minimum Charge: P511.45 per day (previously P393.42 per day).
Baggage and Personal Effects: P4.46 per kilogram per day (previously P3.43).
Perishables, Valuable Cargo, Restricted Goods, Live Animals, Food and Plants, and Human Remains: P8.96 per kilogram per day (previously P6.89 per kilogram per day).
For special cargo at other airports, the new rates are:
Minimum Charge: P307.63 per day (previously P192.27).
Baggage and Personal Effects: P2.69 per kilogram per day (previously P1.68).
Perishables, Valuable Cargo, Restricted Goods, Live Animals, Food and Plants, and Human Remains: P5.36 per kilogram per day (previously P3.35 per kilogram per day).
CAO 03-2024 also provides a table of new rates for service charges applied at NAIA/Clark and other airports. Additionally, it enumerates ancillary charges for NAIA/Clark and other airports, including the backdoor release fee, deconsolidation fee, returned shipment fee, export cargo handling fee, and inbound screening charge.
