The Philippine Economic Zone Authority (PEZA) and the Foreign Trade Service Corps (FTSC) have officially partnered to bolster the nation’s efforts in attracting investments through enhanced trade diplomacy. The two agencies formalized their collaboration by signing a Memorandum of Understanding (MOU) on October 2, 2025.
The agreement was signed by PEZA Director General Tereso O. Panga and FTSC Executive Director Benedict M. Uy, underscoring a joint commitment to leveraging their respective strengths to advance the Department of Trade and Industry’s (DTI) initiatives in key international markets. As attached institutions of the DTI, both PEZA and FTSC recognize that synergy is crucial for effective trade and investment promotion and trade policy execution.
A primary focus of this strategic alliance is the FTSC Cadetship Program. Through this partnership, PEZA will share its extensive technical expertise, institutional knowledge, and operational capabilities to provide new Foreign Trade Service Officers (FTSOs) with invaluable learning and practical experience.
“This MOU is a landmark step in equipping our future FTSOs with the foundational knowledge and institutional exposure they need before deployment,” said PEZA Director General Tereso O. Panga. “By working closely with PEZA, these officers will gain a critical understanding of how economic zones drive national growth, which is vital to their future success in promoting investments overseas.”
The Cadetship Program is designed to be a cornerstone for FTSO development, combining diverse learning methods such as on-the-job detailing within relevant DTI units and attached offices, specialized training, lectures, briefings, and mentorship from senior officers. This comprehensive approach ensures that new FTSOs acquire a full grasp of the DTI’s functions and are well-prepared to face the challenges of international service.
By forging this collaboration, PEZA and FTSC affirm their dedication to cultivating a new generation of globally competitive trade service officers who will effectively champion Philippine trade and investment on the international stage, ultimately contributing to the nation’s economic prosperity and diplomatic strength.
