Department of Public Works and Highways (DPWH) Secretary Vince Dizon has filed two additional cases for preliminary inquiry with the Philippine Competition Commission (PCC), targeting two contractors involved in bid rigging and manipulation concerning three contract IDs in Davao Occidental and La Union.
The action is a direct response to President Ferdinand Marcos Jr.’s order to intensify efforts to hold former DPWH personnel and contracting firms accountable for exploiting government projects.
The new complaints name St. Timothy Construction Corporation and Silverwolves Construction Corporation, alongside certain officials and employees of the DPWH Davao Occidental and La Union 2nd District Engineering Offices. The alleged bid manipulation is linked to ghost and substandard flood control projects in Culaman, Jose Abad Santos, Davao Occidental, and Bauang, La Union.
Secretary Dizon reiterated the government’s commitment to recovering stolen public funds and ensuring legal accountability.
“The President was clear: whoever is responsible should be held accountable and these people should be imprisoned, and we will ensure the money stolen from the people is returned,” Secretary Dizon stated. “As long as we have evidence, we will continue to recommend complaints until justice is fully served.”
These latest filings bring the total number of contract IDs forwarded by the DPWH to the PCC to fifteen (15). If found guilty under Section 14, Chapter III of the Philippine Competition Act, those involved face an estimated cumulative fine of ₱3.13 billion.
In a related development, the complaints filed by Secretary Dizon with the Ombudsman on October 23, 2025, against approximately 20 accredited and licensed DPWH officials have been referred to the Philippine Regulatory Commission (PRC) for further investigation and the possible filing of administrative and criminal cases.
