DOT and ITATOA strengthen partnership to drive resilient and inclusive Philippine Tourism

Department of Tourism (DOT) Secretary Christina Garcia Frasco met with the Board of Trustees of the Independent Travel Agency Owners and Tour Operators Association, Inc. (ITATOA) on Tuesday, January 13, to forge a unified path toward a more resilient, inclusive, and globally competitive Philippine tourism industry.

Representing over 100 licensed travel agencies nationwide, ITATOA is a vital partner in the country’s tourism ecosystem. The association plays a critical role in balancing inbound and outbound travel while providing essential support to micro, small, and medium enterprises (MSMEs) that form the backbone of the local economy.

During the meeting, Secretary Frasco highlighted the necessity of a “whole-of-nation” approach. She emphasized that private sector initiatives must align closely with the National Tourism Development Plan (NTDP) 2023–2028, the government’s strategic blueprint for sustainable growth. “Sustained public-private collaboration is the cornerstone of our success,” said Secretary Frasco. “By aligning our efforts, we ensure that the benefits of tourism reach every corner of the Philippines, empowering local businesses and elevating the Filipino brand on the global stage.”

The Secretary reiterated the DOT’s dedication to human capital development. To help local operators meet international standards, the Department is prioritizing:

  • Service Excellence Training: Ensuring the “Filipino Brand of Service” remains a world-class benchmark.

  • Human Capital Development: Equipping travel agencies and tour operators with the tools and skills needed to navigate a digital and evolving global market.

  • MSME Support: Strengthening the capacity of small-scale operators to participate in the broader tourism value chain.

The meeting saw a robust representation from both the government and the private sector, signaling a long-term commitment to the industry’s future.

ITATOA Leadership: The delegation included both outgoing and incoming leaders, ensuring a seamless transition for the association’s goals.

  • 2025 Officers: Carmelita Bunao (President), Michelle Mactal (Vice President), Rowena Mijares (Secretary General), Vilma Padilla (Treasurer), and Bernadette Tempongko (Assistant Secretary).

  • 2026 Officers-Elect: Abigail Tabanao (President), Sarah Jane Galutan (Vice President), Chrisjoy Lico (Secretary General), Catherine Castro (Treasurer), Kathleen Anne Narciso (Auditor), Katherine Villanueva (Assistant Secretary), and Fresie Apostol (Assistant Treasurer).

  • Also present: Eraminda Samonte (Former President and Incorporator).

Secretary Frasco was joined by Undersecretaries Shahlimar Tamano, Verna Buensuceso, and Ferdinand Jumapao; Assistant Secretary Judliyn Quiachon; and Director Zeny Pallugna.
