President Ferdinand R. Marcos Jr. announced on Friday that the Independent Commission on Infrastructure (ICI) has virtually concluded its exhaustive investigation into irregularities surrounding national flood control projects.
Speaking with reporters, the President noted that while the commission is tying up “one or two loose ends,” the bulk of the investigative work is finished. The findings are now being transitioned to legal bodies for prosecution.
President Marcos emphasized that the future of the ICI—and the potential appointment of new commissioners—depends entirely on the remaining workload.
“If the work is done, and all information has been submitted to the Department of Justice (DOJ) and the Ombudsman, then the focus of the investigation shifts to them,” President Marcos stated. “Everything that needed to be investigated has been investigated.”
The investigation’s progress marks a significant milestone since the President’s 2025 State of the Nation Address (SONA), where he famously rebuked corrupt officials, saying, “Mahiya naman kayo sa inyong kapwa Pilipino!” (Have some shame before your fellow Filipinos!).
The ICI’s recommendations have already triggered a wave of accountability measures:

Ombudsman Action: Formal complaints have been filed against several key personalities.

Asset Freezes: The Anti-Money Laundering Council (AMLC) has issued freeze orders on bank accounts and assets linked to the corruption scheme.

Public Engagement: Data gathered via the Sumbong sa Pangulo website played a critical role in identifying questionable projects.
The ICI continues to be led by Chairperson and former Supreme Court Justice Andres Reyes Jr., supported by Executive Director Brian Hosaka and Special Adviser Rodolfo Azurin Jr. The President also acknowledged the contributions of Commissioners Rogelio Singson and Rossana Fajardo, who have concluded their service following the successful completion of their specific mandates.
