IBPAP secures industry seat in national skills council with appointment of COO  

The IT and Business Process Association of the Philippines (IBPAP) has secured direct industry representation in the Philippine Qualifications Framework National Coordinating Council (PQF-NCC) with the appointment of its Chief Operating Officer, Celeste Ilagan, as Industry Sector Representative, as approved by President Ferdinand R. Marcos Jr.

 

The PQF-NCC serves as the government’s central body in harmonizing educational standards. Ilagan’s appointment places the IT-BPM sector at the center of national decision-making on how skills are defined, measured, and translated into education and employment outcomes.

Representing an industry that employs 1.9 million Filipinos and continues to shift toward higher-value, technology-driven services, IBPAP underscored the importance of ensuring workforce policies keep pace with rapid global transformation.

 

“We are honored to have IBPAP represented at the PQF-NCC,” said Jack Madrid, President and CEO of IBPAP. “It reflects the role the industry plays today, and the responsibility that comes with it. With Celeste serving as Industry Sector Representative, we can help ensure that talent development stays grounded in what the industry actually needs,” Madrid added.

 

IBPAP recognizes the significance of the appointment and thanks the President for the trust and confidence extended to the industry, and the Department of Education, under the leadership of Secretary Sonny Angara, for its sustained collaboration with the sector in advancing the Philippine Qualifications Framework.
