ASEAN leaders adopt landmark declarations to strengthen maritime cooperation, climate resilience, and regional integration

Leaders of the Association of Southeast Asian Nations (ASEAN) on Friday adopted a series of landmark declarations and strategic documents aimed at strengthening regional cooperation in maritime security, climate resilience, disaster response, innovation, and regional integration during the 48th ASEAN Summit chaired by Philippine President Ferdinand R. Marcos Jr..

Speaking during the post-summit press briefing in Cebu, President Marcos highlighted the significance of the agreements reached by ASEAN leaders, emphasizing the bloc’s collective commitment to addressing emerging regional and global challenges through unity, innovation, and inclusive growth.

Among the key outcomes of the summit was the adoption of the ASEAN Leaders’ Declaration on Maritime Cooperation, a major initiative reaffirming ASEAN’s shared commitment to advancing maritime collaboration and addressing the increasingly complex and multi-dimensional issues affecting regional waters.

“The Declaration also includes the proposal for the establishment of an ASEAN Maritime Centre in the Philippines,” President Marcos announced, underscoring the country’s growing role in advancing maritime governance, security, and cooperation in Southeast Asia.

In response to the escalating threats posed by climate change and natural disasters, ASEAN leaders also adopted the ASEAN Declaration on the Empowerment of Youth in Climate Action and Disaster Resilience. The declaration recognizes the vital role of young people in climate-risk reduction, sustainability advocacy, and disaster preparedness efforts across the region.

Further reinforcing ASEAN’s disaster management capabilities, leaders approved the ASEAN Leaders’ Statement on the ASEAN Convergence on Disaster Response: the ASEAN Strategic Protocol for Emergency and Comprehensive Transformation (ASPECT) Framework. The framework seeks to strengthen regional coordination, emergency response mechanisms, and collective resilience during crises and humanitarian emergencies.

The summit also underscored the importance of innovation and digital transformation in achieving sustainable development goals. ASEAN leaders recognized the growing role of artificial intelligence (AI) and digital technologies in improving energy forecasting, monitoring food systems, enhancing social protection delivery, and supporting evidence-based policymaking—while emphasizing that these technologies must remain guided by human accountability, ethical governance, and international standards.

President Marcos likewise acknowledged the continued support of the Asian Development Bank for ASEAN’s strategic regional initiatives. The ADB has extended assistance in key areas such as regional connectivity, capital market development, AI readiness, energy security, food security, blue economy initiatives, social protection, and healthcare resilience.

“We look forward to enhancing our cooperation with ADB through its planned support for major ASEAN initiatives such as the ASEAN Power Grid, ASEAN Capital Markets Initiative, AI readiness, blue economy, and resilient rivers,” the President said.

Another historic milestone achieved during the summit was the adoption of the Cebu Protocol to Amend the Charter of the Association of Southeast Asian Nations, marking the first amendment to the ASEAN Charter since its signing in 2007.

President Marcos described the development as a significant step forward not only for Timor-Leste’s eventual full integration into ASEAN, but also for the organization’s continuing evolution into a stronger, more dynamic, and inclusive regional community.

The summit also acknowledged the extensive progress made across ASEAN’s Political-Security, Economic, and Socio-Cultural Community Pillars as the region commenced the first year of implementation of the ASEAN Community Vision 2045, a long-term roadmap that will guide ASEAN’s strategic direction and regional aspirations over the next two decades.

The 48th ASEAN Summit concluded with renewed commitments among member states to deepen cooperation, strengthen regional resilience, and pursue sustainable and inclusive growth amid evolving geopolitical, economic, and environmental challenges.
