A total of 1,000 beneficiary families have officially received their Transfer Certificates of Title (TCTs) under the Pambansang Pabahay para sa Pilipino Program (4PH), the flagship housing initiative of President Ferdinand R. Marcos Jr. Malacañang stated that this milestone highlights the continuous expansion and accelerated rollout of the administration’s national housing agenda.
During a press briefing on Monday, Presidential Communications Office (PCO) Undersecretary and Palace Press Officer Claire Castro announced the successful distribution of land titles, which covers both urban communities and former informal settler families (ISFs).
“Informal settlers no more,” Usec. Castro said, emphasizing the transformative impact of the program. “Dahil sa ilalim ng expanded 4-PH program ng Pangulo, mas maraming Pilipino na ang nakakamit ang kanilang hinahangad na titulo! Pangarap lang noon pero reyalidad na ngayon… Ganito mailalarawan ang magandang bunga ng expanded 4-PH program ni Pangulong Ferdinand R. Marcos Jr. para sa mga naging benepisyaryo nito.” (Because under the President’s expanded 4-PH program, more Filipinos are achieving their dreamt-of titles! What was once just a dream is now reality… This is how we can describe the great fruits of President Ferdinand R. Marcos Jr.’s expanded 4-PH program for its beneficiaries.)
The Social Housing Finance Corporation (SHFC) led the recent awarding ceremonies, which distributed land titles to over 800 beneficiaries from Sitio Santo Niño in Antipolo and more than 200 beneficiaries from the San Isidro Labrador Homeowners Association.
Castro noted that for many of the recipients, the awarding marks the end of a multi-decade struggle for secure land ownership. “Para sa ibang benepisyaryo, mahigit 25 years ang kanilang hinintay para makamit ang pangarap na titulo ng lupa,” she added. (For other beneficiaries, they waited over 25 years to achieve their dream land title.)
The implementation of the 4PH program is spearheaded by the Department of Human Settlements and Urban Development (DHSUD). Under the leadership of Secretary Jose Ramon Aliling, the department has intensified its efforts to accelerate land tenure security and housing delivery across the country.
Palace officials stressed that the 4PH initiative is not merely a land distribution program but a fundamental component of the administration’s broader social protection framework.
“Disenteng tahanan at pamumuhay na may dignidad para sa lahat… Ito ang layunin ng programang pabahay ni Pangulong Marcos Jr. para sa mga Pilipinong patuloy na nagsisikap at nangangarap,” Castro concluded. This latest batch of title distributions underscores the steady, concrete progress of the 4PH program. As a centerpiece of the Marcos administration’s social welfare agenda, the program remains focused on erasing the country’s decades-long housing backlog and providing low-income Filipino families with the security of legal land tenure.
