Foreign Ministers from the Association of Southeast Asian Nations (ASEAN) and dialogue partners China, Japan, and the Republic of Korea (ROK) gathered in Manila for the 27th ASEAN Plus Three (APT) Foreign Ministers’ Meeting. The high-level convening served to reinforce strategic partnerships, evaluate ongoing initiatives, and chart a comprehensive path forward for East Asian regional integration.
Co-chaired under the ASEAN Plus Three framework, the meeting provided a platform for leaders to address shared socio-economic challenges, promote sustainable development, and reaffirm their joint commitment to peace, stability, and prosperity across the region.
During the session, the Ministers reviewed the significant progress achieved across priority areas of collaboration outlined in the APT Cooperation Work Plan. Discussions focused on building long-term resilience and accelerating regional recovery through concrete action in critical sectors:

Financial Resilience & Trade: Reaffirming support for open, inclusive, and rules-based regional trade, Ministers highlighted the importance of strengthening the regional financial safety net, including enhancements to the Chiang Mai Initiative Multilateralisation (CMIM) and the ASEAN+3 Macroeconomic Research Office (AMRO).

Food Security & Agriculture: Recognizing persistent global supply chain disruptions, the delegation reaffirmed its commitment to boosting food security mechanisms, specifically leveraging the ASEAN Plus Three Emergency Rice Reserve (APTERR) to safeguard vulnerable populations.

Public Health & Pandemic Preparedness: Delegates emphasized continuous collaboration in public health systems, focus on early warning capabilities, joint research, and capacity-building measures to withstand future health emergencies.

Energy Security & Green Transition: The meeting underscored the urgent need for sustainable energy transitions. Ministers pledged to deepen cooperation on renewable energy integration, clean technology deployment, and regional power grid connectivity to support net-zero goals.

Regional Connectivity & Digital Transformation: Participants committed to enhancing physical, institutional, and digital infrastructure linkages across East Asia, fostering seamless trade, digital economy growth, and dynamic people-to-people exchanges.
The deliberations in Manila served as a key preparatory step for the upcoming ASEAN Plus Three Summit scheduled for November. Outcome documents and recommendations finalized during this meeting will form the foundation for strategic decisions to be endorsed by the Heads of State and Government later this year.

The Foreign Ministers reaffirmed ASEAN’s central role in the evolving regional architecture and agreed to maintain close coordination to ensure the successful implementation of shared initiatives.
