Aboitiz InfraCapital Bohol Airport Corporation (ABAC) has signed a milestone agreement with Petron Corporation (Petron) for the design, construction, and operation of a state-of-the-art Jet A-1 Fuel Farm at the Bohol-Panglao International Airport (BPIA). Following a rigorous competitive evaluation process, Petron was selected as the top-ranked partner to spearhead this crucial aviation infrastructure development.
Under the terms of the Request for Proposals (RFP), Petron secures exclusive rights to design, build, operate, and maintain the on-airport fuel depot at BPIA.
Backed by a projected capital expenditure (CAPEX) of PHP 340 million, the project will feature a high-capacity 3 x 477 kiloliter (KL) storage facility. Slated for completion in Q3 2027, the project will execute all commissioning and operational activities in strict compliance with international Joint Inspection Group (JIG) standards.
The new fuel farm directly addresses BPIA’s expanding flight volume, which currently demands 102 KL of fuel daily (43 KL for international flights and 59 KL for domestic routes). Moving from temporary supply arrangements to a permanent on-site fuel depot will guarantee supply reliability with a minimum 5-day storage reserve, boosting overall operational safety and flight dispatch efficiency.
As the Philippines’ largest oil company and operator of its sole remaining refinery, Petron brings proven operational capability to BPIA. The collaboration builds on Petron’s established track record managing similar infrastructure, including the existing fuel farm at Mactan-Cebu International Airport (MCIA).

To protect airline partners and future-proof airport operations, the agreement mandates that all facility rates will be regulated by ABAC. This framework guarantees a transparent, open-access environment that prevents supplier discrimination should additional fuel vendors enter the BPIA market in the future.
To maintain momentum and ensure project delivery on schedule, a dedicated local management team based in Tagbilaran has been appointed to oversee the upcoming construction and execution phases.
