MARINA exceeds revenue and operational goals driven by digital services and policy reforms

The Maritime Industry Authority (MARINA) is on track to achieve its major 2026 mid-year targets, demonstrating substantial progress in frontline service delivery, revenue generation, operational efficiency, and policy reforms.

The accomplishments were highlighted during MARINA’s Mid-Year Performance Assessment and Planning Conference (MYPAPC), where the agency reported steady gains across all core sectors:

  • Strong Financial Performance: Revenue collections reached ₱705.68 million, representing 82 percent of the agency’s total annual revenue target halfway through the year.

  • High Customer Satisfaction: MARINA maintained a 97 percent client satisfaction rating, based on feedback gathered from more than 253,000 stakeholders nationwide.

  • Fleet Expansion: The agency registered 2,097 operational vessels nationwide, exceeding its mid-year operational fleet target by 10.5 percent.

  • Frontline Service Delivery: MARINA processed over 601,000 ship certificates and issued more than 314,000 certificates for maritime professionals.

  • Seafarer Training & Standards: Nearly 15,000 Filipino seafarers met international maritime standards, while over 2,100 stakeholders completed the Modified Basic Safety Training.

  • Digital Transformation: To streamline verification and expedite documentation, MARINA processed over 1,600 MeCAV transactions and issued more than 1,200 Special Orders.

  • Institutional Development: The agency officially established the Office of the Deputy Administrator for Education, Training, and Certification, designed to serve as a dedicated think tank for advancing maritime standards and education policy.

  • Ease of Doing Business: As part of ongoing regulatory improvements, MARINA submitted eight key policy proposals to the Anti-Red Tape Authority (ARTA) to simplify administrative processes and eliminate red tape.

Looking ahead to the remainder of 2026, MARINA aims to sustain this momentum by prioritizing safer maritime operations, expanding digital services, and delivering faster, more efficient public service to Filipino seafarers, shipowners, and the commuting public.
