FPI welcomes progress toward fair competition under Nepomuceno

Federation of Philippine Industries (FPI) Chairman Dr. Jesus L. Arranza said the Bureau of Customs (BOC), under Commissioner Ariel F. Nepomuceno’s leadership, is making meaningful progress toward ensuring a level playing field for Philippine manufacturers that comply with laws, pay the correct taxes, and uphold Philippine standards.

Speaking during the FPI General Membership Meeting, Arranza cited the BOC’s progress in anti-smuggling efforts, trade facilitation, industry engagement, and governance reforms.

He recalled learning of Nepomuceno’s appointment shortly before he assumed office. “I was very excited because the BOC is very important to us domestic manufacturers, and Ariel leading that agency will be a major boost for us,” Arranza said.

According to the FPI chairman, developments over the past year have validated that optimism, with improved collection performance, streamlined customs processes, strengthened border protection, and advancements in governance reforms.

“These figures matter to local manufacturers because every illegally imported or fraudulently undervalued product removed from the market helps restore fair competition,” he said.

FPI likewise welcomed its strengthened partnership with the BOC through the BOC-FPI agreement, allowing accredited Industry Technical Experts (ITEs) to assist in monitoring and inspecting high-risk shipments.

Arranze emphasized that the BOC’s accomplishments extend beyond revenue generation, particularly in protecting legitimate businesses from illicit trade practices.

“A local manufacturer that pays the correct taxes, follows Philippine standards, employs Filipino workers, and complies with government regulations should not have to compete against imported goods that enter the country through smuggling, undervaluation, misdeclaration, or other fraudulent practices,” Arranza said.

He added that stronger enforcement, digitalization, industry-government cooperation, and sustained reforms are helping advance fair competition and create a more supportive environment for legitimate Philippine businesses to grow.
