Big businesses warn vs closure of Carousel Line; want motorcycles on Mabuhay Lanes

Big businesses in the country strongly cautioned the government and to speak with one voice for the privatization of the EDSA Carousel Line and to fully utilize the existing Mabuhay Lanes for motorcycles to decongest traffic in the metropolis.
The Management Association of the Philippines (MAP), which is composed of the country’s largest businesses, issued a statement Sunday, Feb. 9, as the Metropolitan Manila Development Authority (MMDA) had hinted of considering scrapping the EDSA Bus Carousel once EDSA undergoes rehabilitation.
“Any talk of possible dismantling of the EDSA Carousel Line at this stage would be ill advised,” said MAP.
To think that a private vehicle with high occupancy on the Busway can outload a bus in terms of occupancy is simply unrealistic.  The MRT3’s design capacity is just 350,000 passengers and adding a coach or bagon to it will overload its superstructure and trackway. Besides, there is no space on the platform for the coach extension.

It will be going against the National Transport Policy of 2017 where public transportation is given priority as a mobility solution mandating the DOTr and DPWH to implement and regulate it.

“The EDSA Busway remains the most efficient public transit system in Metro Manila”, Transport Secretary Jaime Bautista said. Its efficiency has been well-proven during the last 3 years of its existence despite its incompleteness.

The privatization of the EDSA Carousel Line is in the last stage of the preparation for its public bidding per funding of the PPP Center and the World Bank. Bidding is expected on the 2nd quarter of this year.

Instead of dismantling the Carousel Line, MAP urged that the existing Mabuhay Lanes should be revitalized and utilized fully for motorcycles, and more so because they travel “point to point”. The MMDA should focus on this as a priority measure to decongest traffic on EDSA, said MAP.

 

The Mabuhay Lanes should be cleared of all traffic obstruction and illegal parking, rather than contemplating on the dismantling of the EDSA Carousel Line. Any additional lane on EDSA given for private vehicles will be useless as it will soon be filled up by traffic, per our experience. And other measures, such as congestion fee charges, have not even been explained to motorists and much less tested.

The Mabuhay Lane is a designated alternate route for regular vehicles to avoid heavy traffic, while the EDSA Carousel is a dedicated bus lane for a specific bus rapid transit system, meaning it is primarily for buses only and not regular cars like those using the Mabuhay Lane.

Mabuhay lanes are a network of roads that connect the northern and southern parts of Metro Manila, providing an alternative route for motorists to travel through the metropolis, aside from EDSA.
