EDSA busway ridership surges 36% in Q1 2025

The EDSA Busway continues to redefine public transportation in Metro Manila, recording an impressive 36% increase in ridership in the first four months of 2025. The surge, driven by the Department of Transportation’s Special Action and Intelligence Committee for Transportation (DOTr-SAICT) and its round-the-clock service, demonstrates growing commuter trust in the system’s speed, safety, and reliability.

From January to April, 21,515,070 passengers took the EDSA Busway, up from 17,268,878 in the same period of 2024—an increase of over 4.2 million riders. Monthly data from DOTr reveals consistent growth:

  • January: 5,503,388 riders (+42% YoY)

  • February: 4,889,045 riders (+26% YoY)

  • March: 5,534,067 riders (+41% YoY)

  • April: 5,588,570 riders (+2% YoY)

With 317 buses in daily operation and plans to increase to 500 units, the EDSA Busway has cut travel time between Monumento and Parañaque Integrated Terminal Exchange (PITX) to just 45 minutes to an hour, replacing the chronic congestion that once defined the EDSA corridor.

At the heart of this transformation is the DOTr-SAICT, supported by the Philippine Coast Guard (PCG), Land Transportation Office (LTO), and Land Transportation Franchising and Regulatory Board (LTFRB). Through strict enforcement, 24/7 field personnel, and a dedicated Command and Control Operations Center (COCC), the Busway maintains smooth operations and immediate response to on-ground issues.

SAICT’s enforcement efforts have also deterred violations:

  • 3,473 Temporary Operator’s Permits (TOPs) issued from January to April 2025

  • PHP 4.9 million in penalties collected

  • 155 illegal (colorum) vehicles impounded, totaling PHP 37.36 million in fines
