ACEN and CleanTech energize North Luzon with completion of 133 MW Cagayan north solar project

ACEN, the listed energy platform of the Ayala group, in partnership with CleanTech Renewable Energy 4 Corp. (CleanTech), today announced the successful development and operation of the 133 MW Cagayan North Solar project. Located in the municipality of Lal-lo, Cagayan, this landmark solar farm significantly bolsters North Luzon’s energy supply, supports the region’s burgeoning power demands, and accelerates the Philippines’ ambitious clean energy transition.

Spanning 115 hectares, the Cagayan North Solar facility is projected to generate an estimated 188 GWh of clean electricity annually, sufficient to power approximately 45,000 homes while avoiding around 128,000 metric tonnes of carbon emissions per year. As the first utility-scale solar project in Cagayan province, its completion marks a crucial step in expanding renewable energy access to more regions across the Philippines.

“Cagayan North Solar is the first renewable energy project in Cagayan supplying clean power to the Luzon grid,” stated Eric Francia, ACEN President and CEO. “As demand for electricity continues to grow, this project plays a vital role in strengthening the country’s energy supply through reliable and sustainable generation.”

Salvador Antonio Castro Jr., President and CEO of CleanTech Global Renewables, Inc., added, “The Cagayan North Solar power plant is more than just an energy source; it’s a symbol of progress. By delivering clean, renewable electricity to the grid, it strengthens the Philippines’ energy resilience while reducing carbon emissions. For host communities, it means new jobs, better infrastructure, and a sustainable future. With every ray of sunlight captured, we illuminate lives and power a nation towards a greener tomorrow.”

Beyond its environmental impact, the Cagayan North Solar project is deeply committed to fostering positive and lasting change within the communities of Lal-lo. During its construction phase, the project generated approximately 1,000 green jobs, significantly stimulating local employment and economic activity in the province.

In close collaboration with the local government, ACEN and CleanTech are actively implementing comprehensive community development programs focused on enhancing access to education and public infrastructure. These initiatives include the PhP14-million construction of Bical National High School – the first high school in the remote barangay of Bical – featuring four classrooms designed to accommodate up to 200 students. Further supporting community well-being, the project has also funded the construction of two multi-purpose gymnasiums in Barangay Magapit and Barangay Sta. Maria, representing a total donation of PhP4 million. These versatile spaces will serve as vital venues for local gatherings, sports activities, and critical emergency response efforts.

Demonstrating a strong commitment to community resilience, the project partners, in collaboration with Ayala Foundation, extended timely assistance by distributing 500 relief bags to families affected by Typhoon Ofel in late 2024.

Outgoing Lal-lo Mayor Florante Pascual expressed strong support for the initiative: “Cagayan North Solar exemplifies Lal-lo’s commitment to sustainable development by prioritizing renewable energy sources. It reduces reliance on non-renewable energy, helping the municipality transition to a cleaner and greener future. The project also fosters inclusive development by channeling benefits directly to host communities.”

Cagayan North Solar is 60% owned by ACEN and 40% by CleanTech, representing a cornerstone effort for both companies in advancing the Philippines’ clean energy goals while making a tangible and positive difference in people’s lives.
