In a joint effort to ensure public safety and the continued flow of maritime transport following the recent earthquake, the Cebu Port Authority (CPA) and the Local Government Unit (LGU) of San Remigio today concluded a high-level coordination meeting, resulting in the immediate implementation of new operational protocols for Hagnaya Port.
The coordination meeting was held at the Temporary Command Center of San Remigio to assess the port’s current structural integrity, operational status, and necessary safety adjustments. The CPA delegation was led by General Manager Kit Comendador, who met with Municipal Engineer Alex O. Caayon and Ms. Fhaye Mondigo, Manager of the Internally Displaced Persons (IDP) Evacuation Camp Site, representing Mayor Mariano R. Martinez.
Officials confirmed that while maritime services will continue, one portion of the RoRo ramp remains unusable due to damage. To mitigate risks, enhance safety, and manage port traffic effectively, the following mandatory conditions are immediately in effect for all port users:
Vessel Alternation: Due to the damage rendering one berthing area unusable, vessels from Island Shipping Corporation and Asian Marine Transport Corporation (Shuttle Ferry) shall utilize the remaining functional berths on an alternate basis.
Tide-Specific Ramp Use: During high tide, only one designated ramp, located at the rightmost side of the port, shall be used for the safe loading and unloading of rolling cargoes and passengers.
No Standby Policy: Direct loading and unloading of rolling cargoes shall be strictly observed. Parking or standby of rolling cargoes within the port premises is strictly prohibited to prevent congestion and ensure rapid emergency response.
Periodic Inspections: Hagnaya Port will be subject to periodic, unscheduled inspections to constantly assess structural integrity. Operations may be temporarily suspended depending on the immediate safety findings of such assessments.
CPA General Manager Kit Comendador stated, “Public safety is our foremost priority. These temporary measures are essential to securing the continuous, vital shipping access needed by our communities while we simultaneously work on permanent repairs. We urge all port users and shipping companies to strictly adhere to the new guidelines for the safety of all personnel and passengers.”
The LGU and CPA commit to closely monitoring the situation and will announce further operational updates as permanent repair work progresses.
