Atty. Teofilo Guadiz III officially assumed office today as the new Chairperson of the Office of Transportation Cooperatives (OTC), following his appointment by President Ferdinand R. Marcos Jr. The oath of office was administered by Department of Transportation (DOTr) Acting Secretary Giovanni Lopez.
Chairperson Guadiz, formerly the Chairman of the Land Transportation Franchising and Regulatory Board (LTFRB), immediately outlined his primary mandate from the President and the DOTr leadership: to undertake a comprehensive organizational reform of transportation cooperatives across the country.
“My mandate now is to fix the cooperatives,” Chairperson Guadiz emphasized. “For our system to make modernization effective, we must have a strong pillar of cooperatives. We have many cooperatives now facing various issues, and my immediate focus is to resolve these, ensuring they are stable and robust enough to be the solid foundation for a modernized public transportation system.”
The OTC is responsible for registering, regulating, and developing transport cooperatives, making its role central to the successful implementation of the government’s Public Utility Vehicle (PUV) Modernization Program. Chairperson Guadiz’s new leadership signals the DOTr’s commitment to reinforcing the cooperative sector as a critical driver of the country’s transport future.
